International organisations and institutions
Programme design · Implementation · Institutional engagement · Evaluation
Primefield undertakes assignments in international cooperation, working with development agencies, international organisations, public institutions and implementing partners. Our experience covers the design and management of cooperation programmes, institutional coordination, stakeholder engagement and the practical demands of implementation.
Programme design & development
Effective cooperation programmes require a sound understanding of the institutions, interests and practical conditions in which they will operate.
Primefield contributes to the preparation of programmes through institutional assessments, stakeholder analysis, consultations, intervention design and implementation planning, with particular attention to the feasibility of activities, the capacity of partner institutions and the arrangements needed to move from objectives to delivery.
Implementation & coordination
Programme delivery often involves several institutions, competing priorities, administrative requirements and changing conditions.
Primefield undertakes programme management and implementation support: operational planning, activity management, institutional liaison, supervision of local delivery arrangements and reporting, with coordination between implementing partners, public authorities and technical experts. The emphasis is on maintaining progress while preserving the programme’s objectives and contractual requirements.
Monitoring, evaluation & institutional assessment
We contribute to programme reviews, evaluations and institutional assessments, examining performance, implementation constraints and the factors affecting results.
Assignments combine documentary research, consultations, field enquiries and stakeholder interviews. The objective is an independent, evidence-based understanding of what has been achieved, what remains difficult and what may need to change.
Dialogue & institutional engagement
Some assignments require structured engagement between institutions or stakeholders whose interests, responsibilities or perspectives differ.
Drawing on Younes Bahri’s experience of Track II and Track 1.5 dialogue, Primefield supports stakeholder consultations, institutional exchanges and facilitated discussions, as part of a wider programme or as a defined assignment.
Working arrangements
Primefield may take part as lead contractor, implementing partner or specialist contributor within a consortium, according to the requirements and eligibility conditions of each assignment.
Work is led by Younes Bahri, whose experience includes nearly a decade within a long-running international cooperation programme and institutional dialogue with European, American and North African counterparts. He is supported by a team of specialists and experts engaged according to the scope of each assignment.
